The two largest counties in Washington state took the equivalant of Magellan/RBHA over, assigned clusters of zip codes and have community mental health centers provide services directly to private, non-profit agencies such as Terros, Toby House, Southwest Behavioral. There is no cash-catching middleman involved, funding comes right from the state to the providers of services. We have created bloated, money-gobbling monster, but it's fixable. My ISP stipulates three services (none of which I ever obtained).  When I was with Value Options, my ISP was three pages long, one page for each requested service.  When I finally received my ISP from Magellan (same three services),  I was appalled to see that it was 22 pages long.  In trying to read the document, I saw a tremendous amount of redundancy.  Hasn't Magellan ever heard of trying to save  a tree?
